Support Implementation of the National Strategy for Gender Equality and Domestic Violence (NSGE-DV) – Advancing Democratic Governance in Albania (June 2008 – March 2012)

Objective:

The coordinated implementation of the National Strategy for Gender Equality and Domestic Violence (2007-2010) and pertinent legislation.

Description:

One UN is being implemented through a series of thematically specific inter-agency joint programs. Advancing gender equality is a core principle of the One UN in Albania and is viewed as a key cross-cutting issue through all the UN programmes. One UN Programme aligns with the Government of Albania’s goal of European Integration and with the priorities contained in the National Strategy for Development and Integration (NSDI). The overall goal of the Joint Programme is to support effective implementation of the NSGE-DV and in so doing, the Joint Programme will target the implementation of the following four objectives of the NSGE-DV: i) Strengthening of legal and institutional frameworks on gender equality; ii) Increasing women’s participation in decision-making; iii) Improved situation of women at risk through increasing access to quality social services; and iv) Eradication of domestic violence. In addition to UNDP, the following UN agencies have partnered in this Joint Programme: UNIFEM, UNICEF and UNFPA. UNDP Albania is implementing a considerable share of the UN Joint Project on Gender Equality and Domestic Violence, with activities aiming at meeting all of the four objectives mentioned above. The project is directly assisting with a considerable and broad-based technical support to ensure the effective implementation of the newly adopted NSGE-DV and the recent advances in the country’s legal framework. Further, the inclusion of the NSGE-DV into the Government of Albania's National Strategy for Development and Integration (NSDI) provides an important opportunity for the UN to support a cross-sectoral approach to advancing gender equality and increasing women’s participation in public life.

Outputs:

• Technical support provided in implementing the legislation and sub-legislation on DV at the national and local level;
• Improve court’s application of gender equality and domestic violence legislation and an understanding of relevant international and EU standards;
• Support the development of referral services at the municipal level on VAW in the pilot regions of Korca, Durres and Tirana;
• Pilot first government shelter for women in the country and support NGO’s providing services;
• Coordinated local level public awareness campaigns on VAW focusing on prevalence, prevention and available support for victims;
• Women and civil society have capacity and partnership to hold decision-makers to account;
• Reducing discriminatory attitudes about women’s public leadership at the national and local level;

Government of Albania, civil society organizations, and women.

Ministry of Labour, Social Affairs and Equal Opportunities, line ministries, INSTAT, the Parliamentary Sub-Committee on Equal Opportunities and Juvenile Issues, municipalities and local authorities, national/local level civil society organizations, media, and international organizations working on gender in Albania.
